NEW DELHI: Months after the transport department started issuing permits to new three-wheeler scooter autorickshaws (TSRs) with GPS on-board, the project seems to have become a redundant exercise. The Delhi traffic police, which issues the challans and is the main enforcement agency, doesn't have access to the operations control centre of the GPS network either.
